General Statement of Duties
Reviews permit applications and construction documents for the construction, alteration, repair and change of use of public and private buildings and structures within Henrico County for compliance with various State, County, and national codes and standards; does related work as required. Incumbents in this class work closely with architects, engineers, contractors and review team members to review permit applications and resolve problems.
Essential Duties
- Reviews permit applications and construction documents for the construction, alteration, repair and change of use of public and private buildings and structures within Henrico County for the structural design, fire protection and life safety provisions of the Virginia Construction Code and applicable referenced standards. Examples of the review responsibilities of the position include, but are not limited to, the assessment of building heights and areas; construction materials; occupancy classifications; means of egress; accessibility; wall, ceiling and floor interior finish ratings; fire-resistance rated walls, barriers, partitions, floors, roofs, ceilings; penetrations and opening protectives, as well as requirements for fire suppression, fire alarm and smoke control systems.
- Additional duties may include visiting construction sites, particularly more complex construction projects, for on-site meetings with contractors, designers, or inspectors to ensure assigned projects are completed in accordance with applicable codes, standards, and approved specifications.
- Assignments afford opportunities for independent judgment in planning work and making technical determinations.
- Recognizes and troubleshoots problems; identifies, selects, and implements appropriate solutions.
- May consult with higher level engineers and supervisors for unusual issues.
- May assist in training and/or technical support of construction inspectors.
- Serves as the subject matter expert providing policy interpretation and technical assistance on project issues for County agencies, the County Board, residents, developers, contractors, and other stakeholders involved in the projects.
- Requires the ability to review complex projects of varying size, scope and impact and work with a diverse array of internal and external stakeholders to resolve issues and complete projects according to specifications and within approved budgets.
- Advises architects, engineers, contractors, and inspectors of revisions in plans, alterations or repairs essential for compliance with applicable codes and standards.
- Performs related assigned duties as required.
Minimum Qualifications
- Graduation from high school or GED, bachelor’s degree in engineering, construction, or related field preferred and five (5) years of related experience, including the interpretation and enforcement of codes; OR, any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities.
- Excellent communication skills; written, in-person and by telephone.
- Requires competent proficiency with software applications (e.g. Microsoft Office, Word, Excel, PowerPoint, etc.) and the ability to learn and use the department’s permitting, inspection, and document management software applications.
Additional Information
- Certifications as a Commercial Building Plans Examiner and Commercial Building Inspector in accordance with the Virginia Certification Standards (VCS) administered by the VA Department of Housing and Community Development.
- Additional certifications may be required based on duties assigned to the position or revision to the VCS.
- May require a valid driver’s license to perform assigned duties at various job-related locations.
