Position Summary (General Description):
The full-time position will assist Fire/Rescue with administration and enforcement of the Uniform Statewide Fire Prevention Code (SFPC) and to provide technical assistance, inspection, and fire protection plan review services to the Department of Building Inspection. |

Essential Functions:
*Performs fire protection plan review on an as needed basis for new construction and renovation of buildings to verify compliance with the fire protection and life safety requirements of the Uniform Statewide Building Code, Virginia Statewide Fire Prevention Code, and National Fire Protection Association Codes and Standards. *Performs reviews of plan of development applications to determine compliance with the Uniform Statewide Building Code, Statewide Fire Prevention Code, and National Fire Protection Association Codes and Standards, particularly fire-flow requirements for buildings, fire hydrant locations and distribution, fire apparatus access roads and maximum hose lay requirements. *Prepares plan review comment letters and responds to customer inquiries regarding fire protection issues. *Provides technical assistance to the Department of Building Inspection regarding the operation, inspection and code enforcement requirements related to life safety and fire protection systems. *Creates, maintains, and enforces a program in compliance with the Virginia Statewide Fire Prevention Code to perform fire safety inspections in all commercial buildings, and to maintain the fire safety features required by the Virginia Statewide Fire Prevention Code. *Encourages the public, through fire safety education, in the proper fire safety practices for the purpose of preventing fires and subsequently the loss of human life and property by fire. *Assists with Life Safety programs and demonstrations. *Responsible for the development and implementation of programs consistent with mission, goals, and objectives of the Fire/Rescue Department. *Performs other duties as assigned by the Fire Marshal and/or Building Official. |

Knowledge, Skills, and Abilities (Minimum Qualifications):
Ability to clearly express thoughts both orally and in writing. Ability to read and interpret complex blueprints, specifications, and plans. Ability to communicate effectively orally and in writing to maintain good working relationships with customers while being tactful and sensitive to diverse individuals and sensitive situations. Ability to effectively plan, prioritize, coordinate, and schedule inspections to use time most effectively. Ability to research and interpret codes and standards accurately. Prepare plan review letters and respond to customer inquiries regarding fire protection system issues. Must have general knowledge of sound engineering practices in respect to the design and construction of structures, the basic principles of fire prevention and inspection, and the minimum code requirements for means of egress, emergency vehicle access and fire protection systems necessary for the health, safety, and general welfare of building occupants and the public. |

Education/Training:
Five years of fire related experience as a fire protection system plans examiner, fire prevention inspector; or Associates Degree in fire protection or related field with 2 years of experience as a fire protection plans reviewer certified through the VA Department of Housing and Community Development, or NFPA 1031 fire inspector; or an equivalent combination of education and experience. NICET certification a plus. Completion of the Virginia Department of Housing and Community Development’s Building Code Academy and the Inspector 1031 course through Department of Fire Programs is required within 18 months of employment, and completion of the Fire Protection Systems Inspection class and 3B – Fire Protection General certification examination along with the Fire Protection Plans Examiner class and 3C – Fire Protection Plan Review certification examination within 3 years of employment is required. |

Physical Demands and Working Environment (ex. Lifting requirements, exposure to extreme temperatures):
Must be able to perform inspections of all types of buildings and structures, to move around buildings and construction sites, and climb and stoop in order to visually examine materials and structures.
