The Loudoun County, Virginia Department of Building and Development (Department) is seeking a management professional to assist the Division Manager/Building Official in the Administration of the Virginia Uniform Statewide Building Code (USBC).
The Code Enforcement Manager’s position is critical position within the Code Enforcement Division. It requires an individual with a blend of managerial and technical skills, unique to the Code Enforcement Division’s mission of protecting the public through administration of the USBC. The successful candidate will have to learn a wide variety of procedures, skills, and methods of operation, which are critical to customer service, overall service delivery and public safety. The duties and responsibilities of this position include:
• Managing the training, technical support and workflow for plan review and inspection in one or more areas of trade permits.
• Responding to all Freedom of Information Act (FOIA) requests within the timelines required by code.
• Responding to all citizen complaints and inquiries received through the counties online complaint forms (LeX), and the Departmentwide mailbox.
• Coordinating response/action with all involved trade and plan review sections to manage citizen inquires to satisfactory conclusion.
• Sharing responsibility with the leadership team in Building Code Enforcement for training, technical support data collection and maintenance for fees, inspections, revenue, permits for workload analysis and budget records.
• Mentoring and developing division staff.
• Meeting with and advising architects, engineers, developers, and other customers to resolve any questions or concerns with plan reviews and inspections.
• Supporting the Permit Issuance Division counter staff.
• Serving as the liaison between the Division and DPOR.
• Creating, maintaining, and reporting records of FOIA and LeX inquires.
The ideal candidate will be organized, team oriented, exhibit a high level of self-motivation, interpersonal skills, including establishing and maintaining relationships with fellow employees, County officials, contractors, and the public and integrity. The ideal candidate can solve problems and resolve conflicts with minimal supervision and will have a working knowledge of policies and regulations (local, state and federal) surrounding building code regulations. The successful candidate will also excel in areas such as communication, continuous learning, customer-focused service, dependability, flexibility, interpersonal skills, leadership, planning and organization, reasoning and problem solving, and teamwork.
Job Requirements
Master’s degree in engineering, management, or construction related field; two (2) years of related, progressively responsible work experience; or equivalent combination of education and experience.
Salary commensurate with experience.

Special Requirements
Must obtain and maintain state certification as a Commercial Plans Examiner or Building Code Official or at least two trade inspector certifications by the State Board of Housing and Community Development within six (6) months of hire and obtain certification as a State Certified Combination Residential Inspector within one (1) year of hire. Must take County required supervisory training within one (1) year of hire.
