General Definition of Work
Performs intermediate professional work managing the industrial pretreatment and landfill closure programs; evaluating, monitoring and ensuring regulatory compliance of water and wastewater treatment systems, and related work as apparent or assigned. Manages the employees of the Engineering Department. Work is performed under the general direction of the City Manager.

Essential Functions
Leads the employees and manages projects of the Engineering Department.
Enforces the pretreatment program and regulates industrial wastewater discharged into sanitary sewers in conjunction with federal, state and local regulations; inspects industry manufacturing processes, wastewater discharges, chemical use and storage.
Develops and maintains industrial user permits and takes appropriate enforcement actions as required.
Evaluates and takes appropriate action on laboratory analysis of wastewater discharges from permitted industries and the Galax water treatment facility.
Ensures appropriate city compliance with DEQ and EPA.
Manages landfill closure operations; performs landfill inspections and coordinates with Public Works for maintenance and improvements to the facility; evaluates and develops course of action based on laboratory analysis of groundwater, surface water and decomposition gas.
Develops strategies for facility management based on existing and new solid waste management regulations.
Solicits proposals and bids from laboratories, engineering firms and construction services; prepares requests for proposals and invitations for bids on capital improvement projects; serves as construction contract manager; inspects projects and approves pay requests.
Evaluates monthly operation and discharge reports and water quality reports for monitoring of data trends.
Prepares and submits Virginia Pollution Discharge Elimination System permit application.
Issues permits; performs facility inspection/enforcement of Sewer Use Ordinance for sewer use permit holders.
Provides management assistance to the Project Manager and Grants Administrator on VDOT Locally Administered Program projects and other non-VDOT development projects as assigned by the City Manager.
Receives, responds to inquiries and complaints on City Code, Public Works, environment and other issues.
Manages cross-connection control, water meter testing and maintenance program; oversees water rate study.
Performs calculations for design of water distribution and treatment systems, wastewater collection and treatment systems and stormwater systems, and for electrical, mechanical and plumbing systems.
Monitors water treatment facility and wastewater treatment plant energy consumption records and improvements.
Knowledge, Skills and Abilities
Thorough knowledge of the practices of civil engineering as applied to public facility construction and maintenance; public works and utilities organization and operation; materials, methods, practices and equipment used in the operation, maintenance and repair of treatment, collection and distribution systems. Communicates ideas effectively, orally and in writing as well as an ability to prepare technical studies and reports, use engineering surveying instruments, design water, stormwater management and other public works and public utility projects, and is skilled in communicating within government and the general public.
Education and Experience
Bachelor’s degree with coursework in civil engineering or related field, possession of Professional Engineer licensure preferred. Extensive experience in local government and multi-project VDOT experience a plus or equivalent combination of education and experience.
Physical Requirements
This work requires the occasional exertion of up to 50 pounds of force; work occasionally requires standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
Possession of, or able to attain, an appropriate driver’s license valid in the Commonwealth of Virginia.
SALARY RANGE:
$80,000.00– $140,000.00 – Annual
$80,000.00– $140,000.00 – Annual
Salary predicated on experience and or qualifications.
