Job Summary
This position is responsible for performing professional and administrative work in the review of building plans and supporting documents for permit issuance in the City of Rockville. The work involves responsibility for ensuring public safety, health, and welfare through review of all construction documents, including plans and specifications. The incumbent will verify compliance with the ordinances and codes of the City of Rockville, as well as all applicable local and State codes. The position requires continuous personal contact with the general public, contractors, architects, etc. concerning construction plans for new and existing structures. The incumbent’s work is subject to policies and goals of the Department and directly affects individual citizens and businesses in the City of Rockville with meaningful impact.
Essential Job Functions
- Performs combination plan review for residential and commercial projects, verifying compliance with applicable Accessibility, Building, Electrical, Energy, Fuel Gas, Green, Mechanical and Plumbing codes, and other related ordinances
- Ensures plan reviews are accurate, consistent, within standard guidelines, and completed within published timeframes
- Prepares and maintains reports, records and correspondence
- Coordinates with the Senior Building Plans Examiner and helps create a seamless transition from plan review and permit issuance to inspections
- Attends Preliminary Design Review and Development Review Meetings with homeowners, designers and developers.
- Conducts periodic on-site inspections as needed, provides assistance to inspectors for correct interpretation of plans and codes of a difficult and complex nature
- Assists in the development and implementation of adopted building codes during each code cycle
- Provides code interpretations and permit information in response to specific inquiries
- Assists homeowners and contractors with design changes required for code compliance
- Handles inquiries from the public, and when necessary, refers questions to other City Departments
- Calculates and assesses permit fees based on the published Fee Schedule and information detailed on construction documents
- Works closely with other City departments to provide a unified and high level of customer service
- Keeps abreast of code updates, significant trends, technological developments and best practices related to building plan review.
Preferred Qualifications
Education and Experience:
Minimum Associate’s degree from an accredited university or college with preference Architecture, Engineering, Construction Management or Technology major; and three (3) years of progressively responsible work in building plan review or any equivalent combination of education and experience.
Special Qualifications:
Pass a thorough background investigation. Possession of the International Code Council (ICC) Residential Plans Examiner and Building Plans Examiner certifications (or the ability to obtain them within 18 months of employment). Additional ICC Certifications preferred. Possession of an appropriate, valid driver’s license.
Knowledge, Skills, and Abilities

- Knowledge of the ICC Building, Existing Building, Residential, Green, Energy, Mechanical, and Plumbing Codes, the National Electrical Code, key referenced standards as well as Maryland State Code- including ADA and familiarity with NFPA.
- Knowledge of the methods, materials, and techniques involved in building design & construction, repair, and alteration
- Knowledge of the office management practices and procedures involved in keeping strict account of registered design professionals and their license status.
- Familiarity and experience working with permitting software for updating and verifying Plan review status
- Familiarity and experience working with PDF software such as Bluebeam Revu or Adobe to review and mark up digital construction documents
- Ability to apply permit fees based on adopted fee schedule
- Ability to plan and organize work based on assigned tasks
- Ability to establish and maintain firm but effective working relationships with internal and external customers.
- Ability to prepare reports, memoranda and other data.
- Ability to express thoughts clearly and concisely both orally and in writing.
- Ability to be tactful but firm.
- Ability to input pertinent data into the computer system.
