In my travels across the state inspecting amusement device one of the most frequent questions I get is, “why are you requiring me to have mats (tumbling/gym) at the entrance and exits to my inflatables”?
The answer is quite simple, Virginia law requires it. The VADR 13 AC5-31-40. Incorporated standards references the ASTM document F2374-10. It is within this document that specifies the use of a tumbling, gym or similar at the entrance/exits of inflatable amusement devices. I urge each and every inspector to familiarize themselves with these inflatable standards.
Another issue that I run into is the same incorporated standards requires that the owner operator have a signaling device, such as a whistle to be use to get patrons attention should they be misbehaving or other urgent situation arise.
The above standards have been in place since the original standard was published in 2004.
Finally, Virginia has a Rider Safety Act. The Act does not provide any benefit to the owner operator unless it is properly posted for the public to view. I have attached a copy of that Act for your benefit.
