Had question about requirement for permanent access to rooftop with mechanical equipment. If I have a building with rooftop that is 17′ above grade but has a finished floor level that is 5′ above adjacent grade, so that difference between roof and floor below is 12′, and I provide an interior roof hatch, would I need to provide permanent ladder in that situation? I read the section as requiring permanent access to equipment when it is located 16′ or more above the level from which it is accessed (whether its from grade, roof or floor) but have been told that 16′ above grade kicks the permanent access requirement in for all situations.
The code text reads “above grade” not “above the level from which it is accessed”. A literal reading of the provision indicates permanent access is required. Ask the local code official or technical assistant of the jurisdiction where the project is permitted how they interpret. May be a good code chage opportunity to clarify.

I agree that this is literal interpretation, but the Commentary suggests it’s about circumstances where it would be inappropriate to use a portable ladder and, in example, the situation wouldn’t seem to warrant a permanent ladder. I have the question into the local authority now.
