I currently live in and old apartment building in downtown Richmond. I believe that there are safety hazards in this apartment. There are clear violations based on the Virginia Maintenance Code, National Electric Code, and Virginia Residential Code. Are the following codes not applicable to older buildings, and only to new construction?
Virginia Maintenance Code 602.2 – Heating Supply
Virginia Maintenance Code 602.4 – Cooling Supply
Virginia Residential Code R312 – Handrail Requirements
Virginia Residential Code R314 – Smoke Alarm Requirements
Virginia Residential Code R329 – Fire Extinguisher Requirements
National Electric Code Article 210.8 – Ground Fault Circuit Interrupter Requirements
Virginia Maintenance Code 304.14 – Insect Screen Requirements
I want to know if these safety regulations pertain to ALL buildings that contain dwelling units, regardless of constrution date.
The maintainance code is only applicable if the jurisdiction county/town/city has adopted it. As far as the other code references theyare for new construction. The dwelling only would have had to meet whatever code that was in effdect when it was built.
