Floor area/ Building area

Does anyone know why Virginia changed the wording in exemptions from permit section 108.2 #2 to Building Area in the VRC. In the IRC it states floor area. What was the intent of this change and why? No definition of Building Area in the VRC only definition for Floor Area. What do we consider Building area pertaining to this change and where are the measurements taken to calculate this? If there is a roof above the structure is the exterior of the roof now included in the building area?

Gary, “building area” is defined in the VCC; since the exemption only applies to single story structures, building area may have been deemed more applicable than floor area for this exemption.
