Our office is having a discussion about enforcing the cleanout at base of waste or soil stack.
Now we notice in the 2015 IRC this requirement has been removed. Anyone have any background information why this requirement was removed?
See RP133-13 proposal during the last code development cycle – it was approved as submitted (attached). The entire section on cleanouts was reorganized and the requirement for providing a cleanout at the base of stacks was determined to be covered in the requirement for providing one at the change of direction greater than 45 degrees. So it was deleted because it was deemed redundant and unnecessary.
