Cell phone companies are publicly regulated. They are excempt under the USBC, to include the tower itself. For those permitting them, who is climbing the tower to do the inspections? But seriously, I see no reason to regulate an already over-regulated site. They also do a great job of overseeing their contractors to ensure code compliance without us having to get involved.
