While you will not find an exemption for “free standing landscape features” I think you will find that the VRC does not regulate BBQ grills or chimerera or statues or flower beds or any number of things that are constructed in a yard. However, if these things are connected to a regulated utility then permits and inspections of the regulated work would be required. The Code is very limited in scope regarding things not contained in the structure.
